In a small bowl mix the minced garlic, salt, pepper, and spices with the olive oil and let the mixture sit for 15 mins. Rub on all sides of roast.
Sear all sides of roast (1-2mins each side) in a pan on the stove top. If adding vegetables, cover the bottom of the pot with a combination of potatoes, carrots, celery and onion. Add water, beef broth and Worcestershire to the crock pot.
Add roast to crock pot. Add the remaining vegetables. Cook 4-6 hours high or 7-10 on low. Use a meat thermometer to determine doneness. Let it rest 15 minutes before slicing.
Rare: 120-125 degrees in the middle
Medium rare: 130-135 degrees in the middle
Medium: 140 degrees in the middle
Well done: 160 degrees and over
